IOC bans Russia from 2018 Olympics, will allow athletes to compete as neutrals

The International Olympic Committee has banned Russia from competing at the 2018 Winter Olympics in Pyeongchang, South Korea. However, the IOC's vote Tuesday allows for individual Russian athletes "under strict conditions" to compete under the Olympic flag.
